Downingtown West High School marching band was the USSBA/USBands Pennsylvania State Champion in 2007, 2008, 2009, 2010 and 2014 (Open Champion).

On the Cavalcade of Bands circuit, the band won the 2013 Yankee A Championship and the 2015 Patriot A Championship. The band competed in the Open class in 2017, 2018, 2019 and in 2021 finishing 2nd, 2nd, 3rd and 2nd. WHo know what the future hold for the next season.

Mr. Otto is in his 11th year as the Director of Bands 9-12 at Downingtown West HS in Downingtown, Pa. He has been a high school band director for 31 years, having also been the band director at Coatesville and Oxford high schools in PA and Pennsauken High School in NJ. Mr. Otto has been involved in the marching arts as a Designer, Instructor and Clinician since 1981 in the DCI, DCA, ICA, DCUK, IMBA, WGI, BOA, USBands, TOB, TIA, CIA and COB Circuits. Mr Otto served as the Assistant Band Director at the University of Delaware from 1989 – 1992, and West Chester University from 1999-2005. He was the Band Director at Millersville University from 2008-2011. Mr. Otto has been a guest conductor for Regional and Local HS and MS band festivals and has been a Clinician for Symphonic and Marching bands both here and abroad since 1989 – most recently in England and Ireland. He has taught Marching Band Technique courses at West Chester University, University of Delaware, Millersville University and at Trenton State.

During the spring and summer months, Mr. Otto designs and evaluates music curriculums for grades k-12. He has also taught and continues to teach summer graduate level courses for current and future music educators at various universities both here and abroad.  Topics in the past have included: Building and Maintaining a Superior High School Music Program, Student Centered Instrumental Leadership and Instruction, Student Leadership and Aesthetic Education, Pyware Drill Design Program, Integration of Finale and Pyware for Classroom Instruction and Smart Music / Coda music for the Classroom and Logistics for Travel for Large/Small groups and "Marching Band and the Three Domains: Aesthetically  Speaking". As of 2022, Mr. Otto has written over 385 marching band shows, 135 indoor guard and percussion shows. He is one of the founding staff members of the Downingtown Indoor Colorguard (1986) and the Downingtown Indoor Percussion Ensemble (1987).

Mr. Otto has been involved in 6 middle state evaluations as well as being a part of the evaluation team for the design of the current praxis test for music certification.  

When there is free time, Mr. Otto likes to spend it with his wife Mary Ann (DASD elem. music teacher) and his daughter Julia and son Eddie. Julia is a 2016 graduate of Downingtown West, a 2020 graduate of West Chester University and is a high school English teacher at Villa Maria and is an adjunct at Drexel University. Eddie is a 2013 graduate of Downingtown West, a 2017 graduate of the West Chester University school of Music, a graduate student at Towson University and is the high school band director at Unionville High School.
