ESSER – District’s Allocation = $254,339

• Elementary and Secondary Schools Emergency Relief (ESSER) Funding that was passed in the CARES Act Grant was very flexible. It covered COVID-19 costs that the District incurred from March 13, 2020 through the end of the 2021-2022 school year.  With the Tydings amendment, the ending date is extended to September 30, 2022.  A portion of that funding ($3,904) was passed on to St. Elizabeth School as a required Non-Public equitable share.  Downingtown Area School District used our portion of the ESSER grant to pay for teachers to write additional on-line cyber courses and for kindergarten screenings.

PCCD-Care Act COVID Relief Funds – District’s Allocation = $621,020

• Funding was a larger grant. It was also very flexible in its usage, offsetting costs the District incurred to operate under COVID-19 restrictions.  The timeline for utilizing the funds was March 1, 2020 to October 30, 2020.  The State received $199 million.  Downingtown Area School District’s allocation was $621,020.  The funds were used to purchase curriculum kits, software and digital resources for our students to receive virtual instruction.  Funds were also used to purchase personal protective equipment (PPE) and sanitizing supplies to keep both students and staff members safe, as well as to purchase security services while the district was closed.

PCCD-ESSER Funds – District’s Allocation = $406,585

• The State received an additional $49.8 million in ESSER funds and of that amount, Downingtown Area School District’s allocation is $406,585.  Downingtown Area School District used the funds to purchase additional technology to allow students to receive their instruction virtually.  A portion of this funding is required to be passed-on to St. Josephs School as a Non-Public equitable share ($6,241). The timeline for utilizing the funds was March 13, 2020 to September 30, 2022.

Special Education Covid Impact Mitigation Grant (SECIM) – District’s Allocation = $35,858

• Pennsylvania Department of Education (PDE) allocated a portion of the State’s share of the federal Governor’s Emergency Education Relief (GEER) funds toward Equity Grants for Special Education COVID-19 Mitigation. A portion of funding was passed on as a required Non-Public equitable share ($461). The timeline for utilizing the funds is March 13, 2020 to September 30, 2022.  Downingtown Area School District used our funds for salaries to help address skills loss, learning loss and behavior loss in our students.

County of Chester Cares Act Funding – District’s Allocation = $449,950

• Funding that was passed in the CARES Act Grant was very flexible. The timeline for utilizing the funds was from March 1, 2020 to December 30, 2020. The funds were used to purchase additional personal protective equipment (PPE) and to purchase additional sanitizing and cleaning supplies required to keep students and staff safe.

ESSER II – District’s Allocation = $1,234,833

• The Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA Act) allocated $2.2B to Pennsylvania’s Elementary and Secondary School Emergency Relief Fund (ESSER II). Funds were allocated to schools based on their proportionate share of the Title 1-A formula.  ESSER II funds support COVID-19 response efforts and may be spent on a wide range of allowable activities.  The timeline for utilizing the funds is from March 13, 2020 to September 30, 2023.  Downingtown Area School District used the ESSER II funding to providing summer school during the summer of 2021 and to purchase additional technology both in response to help the district’s students’ learning needs. 

ARP ESSER – District’s Allocation = $2,497,710

• The American Rescue Plan Act of 2021 (ARP Act) allocated approximately $4.5B to Pennsylvania’s Elementary and Secondary School Emergency Relief Fund (ARP ESSER). Funds were allocated to schools based on their proportionate share based on their Title 1-A funds received in 2020. Under ARP ESSER guidelines, districts must use a minimum of 20% of the allocation to address Learning Loss.  The remainder of the ARP ESSER funds support COVID-19 response efforts and may be spent on a wide range of allowable activities.  The timeline for utilizing the funds is from March 13, 2020 to September 30, 2024.  Downingtown Area School District is using funding for a comprehensive after school tutoring program, summer 2022 summer enrichment program as well as additional guidance counselors and a home and school visitor, all to help meet our student’s academic, social, emotional and mental health needs.

ARP ESSER 7% Set Asides – District’s Allocation = $194,129

• The American Rescue Plan Act of 2021 (ARP Act) allocated an additional $250 million to be set-aside for learning loss, $50 million to be set-aside for summer enrichment programs and $50 million to be set-aside for comprehensive afterschool programs.  Funds were allocated to schools based on their share of the Title 1-A funds for 2020-2021.  Under ARP ESSER Set Aside guidelines, Downingtown Area School District must use their allocation to implement evidence-based interventions to address learning loss ($138,663), provide summer enrichment programs ($27,733) and provide comprehensive after-school programs ($27,733) – all in response to the academic, social, emotional and mental health needs of students and subgroups of students impacted by the COVID-19 public health emergency that supplement school programs and activities.  The timeline for utilizing the funds will be the same as the ARP ESSER funds, March 13, 2020 to September 30, 2024.

ARP IDEA Part B, Section 611– District’s Allocation = $443,109

• The American Rescue Plan Act of 2021 (ARP Act) allocated approximately $2.6 billion to Individuals with Disabilities in Education Act (IDEA Part B), Section 611 (ARP IDEA 611). These funds are the first COVID-19 IDEA resources allocated to address the challenges faced in ensuring services for children with disabilities.  The funds may be used for all allowable purposes under Part B of IDEA, Section 611 and are subject to all requirements and provisions that apply to IDEA funds.  Funds are available for obligation between July 1, 2021 and June 30, 2022.  Downingtown Area School District used the funding for additional staff to support our students with disabilities.

ARP Homeless Children and Youth (ARP-HCY) – District’s Allocation = $16,267

• The American Rescue Plan Act of 2021 (ARP Act) allocated approximately $24 million to the Homeless Children and Youth program (ARP-HCY). These funds help local education agencies identify homeless children and youth, provide wraparound services due to the impact of the COVID-19 pandemic and make it easier for homeless students to participate in school activities.  Funds were distributed using a formula calculating the allocation under the Title 1-A formula and the number of identified homeless children and youth served during the 2018-19 school year.  Funds are available for use between July 1, 2021 and September 30, 2024.
